Piedmont Community Action, Inc. (PCA) is a private non-profit agency which serves Spartanburg and Cherokee counties in the Upstate of South Carolina. Our Mission is to provide a nurturing environment in which low-income families can seek assistance that helps them to become less dependent upon government assistance. PCA strives to give low-income families a “hands up” in the direction of self-sufficiency, not a “hand out.”


Our vision is one of caring community where all basic needs are provided so that all residents can achieve and enjoy economic self-sufficiency. We are committed to building a stronger community by strengthening families. All members of the community take responsibility and work together to support cultural differences, to alleviate the causes of poverty, and to assure a fair and just society. Human services whether public or private, are culturally competent and diverse, well integrated, coordinated,  non duplicative cost effective and efficient. We envision a community where there is a job that pays a decent wage for everyone who wants to work and the community provides opportunities to increase self-esteem, skills, knowledge, and other services people need to work. And for those who cannot work, the community will provide a healthy standard of living and opportunities to better themselves and contribute to the betterment of the community so that all persons can live in dignity.



The Board of Directors shall consist of at least 15 and no more than 18 members, who represent three areas of the community:

One-third of membership represents Elected Officials or their designee.

One third of membership is selected as Representatives of the poor.

One third of membership comes from business, industry, labor, religious, law enforcement or other groups with an interest in the communities served.
